Directors decide four things about quantum risk: exposure, timing, budget and accountability. We go through the questions boards ask about each, with answers that neither overstate nor understate the threat.
Regulators have already set two of the dates directors need. The EU roadmap expects high-risk systems migrated by 2030, and US federal high-value systems need post-quantum key establishment by the end of 2030.
