Dr Joe Spencer is a quantum physicist, entrepreneur, author and advisor specialising in the development and adoption of quantum technologies for defence, national security and other high-consequence applications.
His career spans technical research, government, industry and investment, including work with Dstl, QinetiQ and Global Quantum Intelligence. In these roles, Joe has connected emerging quantum science with the organisations that need to procure, integrate and deploy it.
At Dstl, Joe worked across the UK defence quantum technology programme. He helped sponsor and shape the technical output of around 40 PhD projects in several areas of quantum science and technology. This gave him a broad view of the state of the art and of what defence users need in practice. That view covers both what is scientifically possible in the laboratory and the engineering, integration and operational challenges of delivering useful capability in the field.
He has since supported the development of quantum technology roadmaps and strategic assessments for the UK Ministry of Defence, as well as technology roadmap work for the UK Space Agency. He has examined where emerging quantum technologies can create genuine operational and commercial advantage, and how governments and industry should prioritise investment, development and adoption.
At Global Quantum Intelligence, Joe worked with companies, governments and investors across the international quantum industry, including technical and commercial due diligence on quantum companies and technologies. This involved assessing not only the underlying science, but also engineering maturity, competitive positioning, customer demand, market opportunity and credible routes to deployment.
Joe is also a published author on quantum technologies, with contributions to multiple books and book chapters alongside peer-reviewed journal publications. He is a named patent holder across a range of technical concepts.
Today, through IoniQ Consulting, Joe advises government, industry and investors on quantum technology strategy, technical feasibility, market development and adoption. A major focus of his work is quantum sensing for defence and national security, including navigation, electromagnetic sensing, resilient positioning and the integration of quantum systems into demanding operational environments.
Joe combines first-hand defence experience with broad exposure to quantum research, commercial due diligence and technology strategy. He uses that background to judge the gap between scientific possibility and operational need. He speaks internationally on quantum sensing for defence applications and on the systems-engineering challenge of turning quantum technologies into operational advantage.
Alongside his advisory work, Joe is active as an entrepreneur, investor and author in the wider quantum industry. He works across industry, government and international collaborations to move quantum technologies from research into real-world use.
