Louise Davey has spent more than 30 years in technology, financial services, and transformation. She moved from operational and technical leadership to the governance questions that boards and regulators now face on quantum computing.
She trained as a physicist, earning an M.Sc. in Physics from McGill University.
A former CTO and COO in financial and technology advisory firms, she has had operational and P&L accountability, in addition to advisory roles. She is a board director and IT Committee Chair at the Quebec Construction Commission. She is also a member of the Digital Transformation Advisory Committee of Quebec’s financial-sector regulator, and of the Quantum Readiness Working Group of the Canadian Forum for Infrastructure Resilience.
She is Founder and President of LDIQ, where she advises boards, executive leaders, and regulators, translating quantum and cryptographic complexity into business implications, accountable decisions, and practical action. Her clients include major banks and insurers, global pharmaceutical and consumer health companies, and federal and provincial government bodies.
She is the author of Quantum How: What Every Board Member and Executive Needs to Know to Lead in the Quantum Era [PDF]. She also holds multiple technical certifications in network and solution architecture. She is a member of the PKI Consortium and an affiliate member of Quantum Industry Canada.
She speaks frequently at executive and international forums, including the Canada Revenue Agency Board, ETSI, and the British Computer Society’s Information Security Specialist Group. In the Quebec Financial Market Authority’s quantum-readiness campaign, she leads the discussion on quantum risk and readiness in the financial sector.
At Quantum Academy, Louise teaches quantum strategy, risk, and executive decision-making, with a focus on financial services, healthcare, and insurance.
