Post-Quantum Requirements in the United Arab Emirates

On November 27, 2025, the UAE announced its National Encryption Policy and executive regulation. Government entities must prepare officially approved plans for moving from RSA and elliptic-curve cryptography to post-quantum standards. They must keep an automated, up-to-date inventory of cryptographic assets, design new systems for crypto-agility, and give priority to data that must stay confidential for 10 to 20 years.

The UAE Cybersecurity Council oversees the national migration and assesses systems so that government and private institutions can obtain technical accreditation. No public deadline has been announced. In this course, we cover what the policy and executive regulation require, who they bind, and the evidence that shows your organization is on track.

Course Outline

Module 1. What Regulators Everywhere Ask For (30 minutes)

Organizations face post-quantum requirements through government mandates, supplier obligations, critical infrastructure rules, sector supervision, and pressure from customers and insurers. Regulators in every jurisdiction ask for the same core evidence, from an accountable owner and a cryptographic inventory to a dated roadmap and progress reports. We cover NIST’s FIPS 203, 204 and 205 and compare the UAE’s approach with those of Saudi Arabia, the EU, the UK and the United States.

Module 2. UAE Requirements in Detail (60 minutes)

We work through the National Encryption Policy and its executive regulation. That covers the approved transition plans, automated discovery and inventory, crypto-agility by design, and the priority given to data with a 10-to-20-year confidentiality life. We cover the National Post-Quantum Migration Program and the National Cybersecurity Index dashboard of government readiness. We set out the baseline requirements of the National Information Assurance Program. We explain the Council’s framework for testing and accrediting systems, from software and hardware to AI models. We show how the federal policy applies alongside emirate-level rules, such as the Dubai Electronic Security Center’s requirements for Dubai government entities. We also cover what the policy means for private companies that supply or partner with government.

Module 3. Demonstrating Compliance in the UAE (30 minutes)

We cover what the authorities that approve your plan will ask to see. That includes the transition plan, the automated inventory, data priority rankings and crypto-agility requirements for new systems. It also includes supplier commitments, accreditation records and progress reports. You map the work to the national information assurance requirements and ISO/IEC 27001, and learn to report progress to your leadership.

Prerequisites

None. Post-Quantum Foundation explains the threat and the algorithms if you want that background first.

Who this course is for

CISOs, information security officers, compliance and risk leads, procurement teams and migration program managers in federal and local government entities. Also useful for technology vendors and integrators that serve UAE government, and for private companies seeking technical accreditation from the UAE Cybersecurity Council.

What you’ll be able to do afterward

  • Explain what the National Encryption Policy and its executive regulation require, and of whom
  • Prepare a transition plan ready for official approval
  • Set up automated discovery and keep the cryptographic inventory current
  • Rank data by how long it must stay confidential, starting with 10-to-20-year data
  • Specify crypto-agility in new systems and supplier contracts
  • Prepare systems and evidence for the Council’s technical accreditation

What you leave with

When you finish, we email you the course handbook, a PDF of every slide with notes that explain it in full. It includes a reference table of the UAE instruments covered, with their dates and sources. We also include a PDF copy of Quantum Ready. The handbook is yours to keep.

Enrollment includes 180 days of access to the online on-demand course. Where that course is not yet published, the 180 days start on the day it is.

Where this course fits

You can take this course on its own. If you also operate in Saudi Arabia, add PQC Compliance: Saudi Arabia, or take PQC Compliance: Global Overview for every jurisdiction in one session. Government teams should continue with Quantum-Safe Government and Defense. In Cryptographic Discovery, Inventory, and CBOM, you build the automated inventory the executive regulation requires.

Why we teach this

We built the course on Quantum Ready, the book on organizational readiness written by the course author, and on the Applied Quantum PQC Migration Framework, published openly under Creative Commons. Our faculty runs migration programs and follows each UAE instrument as the UAE Cybersecurity Council issues it. We revise the course when a regulator issues or changes a rule.

Certificate of Completion

Upon completion, you receive a Quantum Academy certificate of completion. It confirms that you completed the course and is separate from Quantum Academy’s professional certifications.
