Louise Davey Joins Quantum Academy as Senior Instructor

The LDIQ founder advises boards, executives and regulators on quantum readiness, post-quantum migration and digital-trust governance

CHICAGO, October 5, 2026 – Louise Davey, founder and president of LDIQ and a board director at the Quebec Construction Commission, has joined Quantum Academy as a Senior Instructor. She teaches quantum strategy, risk and executive decision-making, with a focus on financial services, healthcare and insurance.

Davey is part of Quantum Academy’s initial group of instructors. The Academy, which opened on October 2, 2026, trains and certifies professionals in post-quantum cryptography (PQC) and quantum technologies.

At LDIQ, Davey advises boards, executive leaders and regulators on quantum readiness including strategy and competitive positioning, PQC migration and the governance of digital trust. Her clients include major banks and insurers, infrastructure providers, global manufacturers, and federal and provincial government bodies.

In a May 2026 PQShield podcast episode, Davey described three parts of a standard risk model that quantum computing breaks, namely risk ownership, remediation timelines, and the surprising scope and nature of the exposures, as the assumptions underpinning digital trust begin to fail. She argued that IT should carry out a post-quantum migration, but that quantum risk management goes well beyond cryptographic hygiene. Business leadership, she said, should own the strategy and accountability for the broader risk landscape and the enterprise-level response.

“Louise and I have spent hours, some of them heated, on what the CISO, the CIO and the board should each own in a post-quantum migration,” said Marin Ivezic, founder of Quantum Academy. “I haven’t enjoyed an argument that much in a long time.”

Davey began her career as an experimental nuclear physicist and holds an M.Sc. in Physics from McGill University. She has spent more than 30 years in technology, financial services and transformation, and served as chief technology officer and chief operating officer in financial and technology advisory firms.

She chairs the IT committee of the Quebec Construction Commission’s board. She is also a member of the Digital Transformation Advisory Committee of Quebec’s financial-sector regulator and of the Quantum Readiness Working Group of the Canadian Forum for Infrastructure Resilience, and the PKI Consortium.
